This setting required you to edit the registry.
1. Click "Start" -> Run -> in the dialog box type "regedit"
2. Go to HKEY_CURRENT_USER
3. Go to Software -> Yahoo Messenger
4. Click Common, on your right hand side double click "bandwidth".
5. Change the decimal value to "5000" & click ok.
